my amendment would, very simply, prohibit government contracts in various water projects in terms of the Water Quality Investment Act from being provided to contractors who are hiring illegal immigrants. Among the many infrastructure treasures this Nation must guard, of course, is our water supply. And we want to ensure, if we are going to expend billions of dollars, taxpayer dollars, in improvements, that everyone the Federal Government is responsible for paying to work on these projects has a right to work here. My amendment simply says that any recipient of a government grant or contract under this bill must use Social Security's basic pilot verification system to ensure that all employees are in this country legally. The basic pilot program was expanded in 2003 and now covers 50 States. Many private employers who wish to be good corporate citizens already use the program. This program is offered to every employer at no cost. When it comes to something as critical as our Nation's health and our water supply, this Congress has no excuse not to ensure that taxpayer dollars and government-funded jobs go to those who are in this country legally and who are legally entitled to get those jobs. The American people expect and deserve to have the Federal Government set an example for private industry when dealing with a system so essential to the health and well-being of our people.
