there is a real possibility, and neither one of us knows that now, but I do not think there is anyone on this floor that would step up and say, no, it is impossible; the catfish industry in Vietnam has not been created with the help of subsidies from the American taxpayers. We cannot say that, because we do not know. We are laying down the rules now, so that would be a real possibility.
