I don't believe what you are talking about will lead to a more peaceful situation in that part of the world.

I believe for democratic societies there needs to be the ability to prosecute for crimes for which there is no statute of limitations.

forgiveness--if someone really has contrition, forgiveness goes a long way toward creating more peace in the world.
