Let the word go forth from this Congress to anyone in the world who wants to improve the life of their children if they can make it across the borders of the United States legally or illegally. The Members on that side of the aisle who are making that argument at this time want to provide those children with all their educational benefits. Is that a threat to the well-being of the people of the United States of America, to our children? Darned straight, it is a threat. We have only limited funds in this country to provide education and health benefits for our people. We are not talking about our children. We are talking about all the people who would bring their children to our country, good people, decent people, who are concerned about their families. But we cannot afford to take care of them because it is going to hurt the quality of education for our own children. Let us not kid ourselves. The people out there who are listening to this debate are not being kidded by this. We cannot afford to do this.
