there is not any indication that the situation is getting better in India because those people who have studied the situation, we realize the one conflict, the one flame that is igniting the conflict on the subcontinent, is the decision by India not to permit a plebescite in the Kashmir so those people can determine, as it was mandated by the United Nations, whether they are going to be part of India or they want to be part of Pakistan. India has refused to have that election. If they would have that, these acts of terrorism they complain about, and this massive military buildup and occupation they have to finance in the Kashmir, would disappear because the democratic process would have worked its will. But they refuse to do that. This is what is causing the problem. This is what is causing the human rights abuses. As an incentive to the Government of India to abide by policies guided by respect for human rights and civil liberties, we need to send a strong message, and that is exactly what the Burton amendment will do.
