In order to vote in this country, one is supposed to be a citizen of the United States. In order to become a citizen of the United States, one has to be proficient in the English language. That is part of the requirement of citizenship. By the way, in Orange County, just like most of California and the rest of this country, our people were conned into, for many years, this bilingual education concept. It was not until 3 or 4 years ago that we finally got rid of bilingual education.
