I oppose this amendment still, but understand my colleague's desire in this attempt. But I would oppose it, because, number one, I do disagree with his theory on labor practices, as is happening in the Northern Marianas; and, number two, I would think we should make sure if we have reached an agreement with the Northern Mariana Islands and it takes a certain amount of money to fulfill that agreement, that we keep that in the budget so we can fulfill our pledge, rather than trying to do other things. There are many other things we can do with this money that we can argue are very beneficial to the people of the United States, but we made an agreement with these people and we should keep it. So I oppose the amendment.
