Reclaiming my time, the purpose of this amendment is clear. We are trying to have cooperation throughout the country in a matter that is vital to our national security and the safety of our people. If there are people in those governments, in those cities that are refusing to cooperate with us, refusing to permit those who are responsible for protecting our borders to get assistance, they should not be getting funds. This is how we will encourage them to get involved and to help protect America.
