not only do we not condone it, I would applaud the gentleman from California [Mr. Miller] that we should, as a country, make sure that we take the steps necessary to stop that. But to condemn, basically to throw the baby out with the bath water and say this is part and parcel of this free-enterprise revolution that they have going on in the Northern Marianas is just an inaccurate picturing of what is going on in the lives of most people in the Northern Marianas. I met with a lot of the reformers there from the churches who have been active in trying to correct the problems that the gentleman from California [Mr. Miller] brought up, and they admitted to me that in the last 5 years things have gotten dramatically better because the decent people of the Northern Marianas, who, after all, in any area are decent people, have made a commitment to make those changes.
