I think it is the sensitivity to that pain and suffering that causes frustration at a time when one is trying to help. We have to remember when looking at this legislation, this is legislation that will be seen not only in the United States, of course, but will be certainly noted in the Philippines and noted throughout Asia. What we are saying tonight is that we recognize that the Filipino people are our best friends and that the people of the Philippines stood with us in the past and we will stand with them in the future. The Philippines did stand with us, and we must never forget that time when just over 60 years ago, the Japanese militarists decided to make their move in trying to capture a huge hunk of the world and dominate it under its own terrorist grip, and at that time, when the Nazis on one side of the world and the Japanese militarists on the other side of the world threatened any democracy and threatened the people of the world, in Asia it was the people of the Philippines who, more than anyone else, stood with us and bore the brunt of that fight and of the despotism and of the brutality of Japanese occupation.
