I support bilingual education programs that are aimed at teaching non-English speakers to speak English. I have supported that consistently. I think that is a worthy and necessary goal. But this is not the segment of the bill which I am opposing now. I believe the expenditure of funds to teach young children who already speak English to speak the native language of their parents, to teach them in Spanish or French or whatever that language is, I think that is a waste of money.
