$5 billion is a lot of money. I mean, this is a lot of money for the American people.

What we have needed in this issue is an honest debate and an honest discussion.

Asking people whether or not they have received any money... is an attempt to basically steer away from the arguments.

This is a very significant issue, and deserves the type of honest debate that--we have seen some of that here today.
