“The report he refers to confirms the need to apply fair and consistent standards in managing and funding important activities like the Commercial Space Center program, which is precisely the intent of section 106 of this bill. I promise the gentleman from Texas that we will continue to work with him and many other Members of the House to ensure that NASA headquarters develops and implements an effective system of administering this program, including providing appropriate funds for those centers which are performing well on the taxpayers' behalf.”
