Let me just say that, on that vote that was brought up by my good friend from Maryland (Mr. Hoyer), it is 10 years later and I think I am 10 years wiser. I think I would have voted differently at that time. Even then I knew it was important for the White House to come here and seek approval. Now, after thinking about it and seeing it and having experienced this body, I do believe that in a free society it is important for our power, the legislative branch, to express itself on such issues as this. I do not believe that is hypocrisy. I think that is learning.
