the issue is clear, do we believe as a Congress that the voters of the United States have the right to know who is trying to influence the outcome of an election? Unless we close the issue advocacy loophole, we are not giving the voters that right. We would certainly be doing an injustice to the American people in our efforts to reform campaign law if we do not close the issue advocacy loophole.
