So I think the case is really clear, that the gentleman from New York (Mr. Solomon) has made a determination that it is all right to have an unfunded mandate for some provisions but not for others. It is clear why we have such a broad coalition which is opposing this bill. Every major U.S. agriculture organization is opposing it. Every group that is concerned about food and nutrition is opposing this rule. Every Member of this Congress should oppose this rule.
