as the authors of this legislation have clearly stated, the clear intention of the gentleman from Connecticut (Mr. Shays) and the gentleman from Massachusetts (Mr. Meehan) was not to infringe in any way on the ability of the Christian Coalition, the Sierra Club, or anyone else who wants to provide information to the voters which is clearly designed to identify the source.
