My answer to that would be that I would hope that this would prove to be true. But the problem is we always know that when you have got a dysfunctional government, you have got a dishonest man, it might be intended to go this way, but too many times it does not. I would honestly say to you that I offer this amendment on behalf of the American people, because they can't fix their streets, they can't fix their roads. And, by God, it is only $400 million, but to a lot of people in my district, that is a lot of money going to a dishonest leader of a country in Afghanistan.
