the very definition of institutional racism is the fact that people in the institution don't even recognize its being practiced. Mr. Rodriguez, you have served us for 10 years. You have been a leader in getting this Congress and this Nation to follow the ideals that we talk about with Mr. Garcia. We thank you for this resolution.
