I would like to also just point out that President Obama appointed Mario to the Federal Maritime Commission in 2011.

In my testimony, I mentioned blowing and foaming agents.

This model is just broken.

I included several provisions in my bill, the Break Free from Plastic Pollution Act, to protect our environment, as well as municipal water districts from the downstream impacts.

The best way to address the toxic chemicals and the pollutants is to ensure that they don't get into our environment and waterways in the first place.

I would like to highlight. One is the creation of a quiet sky--the Quiet Seas and Clear Skies, the vessel speed reduction award program.

Thank you for holding this very, very important hearing on really protecting and preserving our oceans and our ecosystems around the ocean.

I think it is critical that as we are talking about protection of our oceans that we look at some of what we are throwing into the ocean, what we are leaving in the ocean.

I am hoping that the FMC moves forward swiftly, and if there are bad actors, holds them accountable.

I want to make sure that our system is resilient.

We need more investments in ports, as Chairman DeFazio has said.

I do represent the Port of Long Beach. And during this pandemic, I just want to say, the ports, our partners in labor, and so many others have worked heroically during this crisis.
