I rise tonight to honor the memory and service of my friend and colleague, the gentleman from California, the Honorable Walter Capps. His warm smile, kind words, great intellect and integrity made this a better place. His wisdom and courage made this country a better place. Even though he served only a short time, we were all honored by his having served as a man of the House. Our prayers go with Lois and Walter's family because they have lost the most.
