That is a very valid point because the Department of Defense does so much contracting.

We are not delivering enough to the warfighters for the money that we have.

All politicians are squeamish when it comes to cutting defense spending. That is politically a dangerous thing to do.

We should not be starting unaffordable programs.

We want people to get more value for that money.

I do think that is important for us to know.

I think one of the biggest problems is that the Privacy Act makes it real difficult for Federal agencies to share information among themselves.

They are doing the best that they can do. Yes, they are doing it the way they ought to be doing it.

this does not make any sense; FEMA needs to do the basic checks on those claims.

if FEMA does not have the right controls in place it almost encourage fraud, or you are going to see a higher incidence of it.
