I think Senator Gillibrand has some pretty good understanding of how you fix it. It hasn't been done, which means now you have all of those women who aren't getting the justice that they deserve.
Don't you find it interesting that in the public-private partnerships we require them to set aside money for deferred maintenance but yet we don't do it in our own budgeted project items?
