As I talked about in my opening statement, the threat has changed significantly since 9/11 because terrorists have modified their tactics based on security measures we have put in place.

This committee asked the FDA just a very short number of years ago to regulate tobacco, and they are going to generate some $2 billion over 5 years on a product that if you use as directed will kill you.

I want to talk to you about Secure Communities and 287(g).

That is interesting. Talk about Secure Communities.

the 287(g) program has been just an outstanding force multiplier, relatively inexpensive, too.

I have had a lot of business groups come into not only my hearings...

Why is that litigation relevant?

We write to express our serious concerns about the Department of Homeland Security's decision to suspend the implementation of the Secure Communities Program in the 30 remaining counties in Alabama.

Eighty percent of the attacks that happen every day can be prevented by the operator.

We should be buying from trusted sources.

The real number we think is closer to somewhere between $300 billion and $1 trillion in lost intellectual property per year.

Congressman Rogers' bill would be very useful if we could get it passed in removing some of the legal obstacles.

I do believe it is unprecedented in history that such a massive and sustained intelligence effort by a government to blatantly steal commercial data and intellectual property to use against the United States is well underway.

I thought it was important for the committee to hear that particular case because it shows how sophisticated and how dangerous it can be if somebody has a nefarious purpose other than criminal.

I want to thank Anna Eshoo. We did a seminar out at Stanford University on this very issue.

I want to make sure I am clear on that.

I intend to hold a hearing on SPP and the handling of the MCI contract in the coming weeks.

I continue to feel strongly that the private sector has an important role to play in security and must be properly leveraged, not forced out of the process in favor of a larger Federal workforce.

Rather than trying to insulate a giant Federal workforce, TSA should be working to strengthen and improve the private screening program and make it more cost-efficient.

Limiting SPP's growth is the wrong approach, in my opinion, especially since both TSA and GAO have determined that the performance of Federal screeners and private screeners are roughly the same.

I am a strong supporter of the Screening Partnership Program, or SPP, and was disappointed with the TSA's decision last January not to expand the program beyond the existing 16 airports utilizing private screening services.
