Let me thank Senator Hoeven. I noticed today we are also joined by another former Governor. In fact, we were both elected to the Senate at the same time so we are both part of the same class. Senator Risch, at one point in his career, served as Governor of the State of Idaho. He had financial restrictions just as we did in terms of a balanced budget. I ask the Senator, how was he able to deal with important priorities while balancing the budget and bringing the legislative process along in accomplishing that? Could the Senator talk to us a little bit about that today?
