We are behind. Energy technology is one area we're falling quickly behind.

I think the United States is losing its positioning in the global markets and the technology development.

I'm going to support this bill, because I think it's the right thing to do.

I agree that the DOS should have as much flexibility in those dollars.

Really, probably the proper word would have been in July 2011 we're going to start a transition.

It's not a hard deadline; it is a target--a target that may mean a few people, it may mean thousands of people.

I think the withdrawal process, which really is a transition process, is a goal that we're shooting for in 2011.
