The concern here is there is a shortage of quick, efficient, fair mechanisms to pay the claims.

That it took so long to implement a technique we still are not sure will be the final solution is certainly unconscionable.

There is not a shortage of avenues to pursue damages.

That it has taken more than a month to get an accurate assessment of the amount of oil spilled is emblematic of the dysfunctional relationship and the lack of urgency on the part of Federal agencies responding to this crisis.

What I am asking today is for a greater certainty as to that Alaska status.

But how are we defining that pause? Because if it is a moratoria, a moratoria that is brought about because of a decision made by the administration as a result of the Deepwater Horizon disaster, then there are funds that have been made…
