The purpose of the Obama administration's WOTUS rule was to paper over the gross expansion of Federal control

Just for the record, I want to mention a lot of statements about the support for this rule, a million comments. Actually, the head of the Corps testified that only 2 percent of those were substantive comments; 98 percent were form letters…

Even under the new rule the EPA has admitted that it is going to expand its jurisdiction under the Clean Water Act by up to 5 percent

It's just wrongheaded.

The danger here is, in fact, that we could create a situation in which people don't want IANA anymore

Well, that's a challenge.

But I'm also talking internationally. Isn't it a concern to you--that all of you share--that they're going to continue--and when I say, they're, I'm talking about authoritarian governments who want more control over the Internet.

It's important to remember that those top level domains, mil and gov, are actually below the thing that is being transferred.

We're going to have to continue to do that.

There's a backdrop to some of the concern, and that's watching an administration for 8 years who has undertaken negotiations with some of the adversaries that we're talking about.

I think that what's going on with the ICANN transition... is not going to change the motives.

What should we be doing as a Congress to give our negotiators, our administration, our allies more authority to thwart the attempts at Internet control in these international fora

This is a voluntary system. People do this because they chose it

I am sympathetic to this amendment because it is local.

I certainly want to work with Senator Gillibrand on this, and if she is not satisfied... I certainly would commit to voting yes on this amendment.

So I can tell you Senator Whitehouse and I are already talking about maybe looking at some ideas to address this, so I think you have furthered a bipartisan consensus on the need to take action here.

So it is pollution that is coming from shores, not ships.

Well, listen, I want to thank the panelists again. This is one of these issues, in my view, that not enough Members of Congress, not enough Americans are aware of, and it is certainly something that we should all be concerned about.

I think the U.S. should be a leader and helping in those discussions.

Are there authorities or ways in which we can encourage that to make sure that they are encouraged or kind of a Good Samaritan kind of situation in terms of the law...

So there is always the issue of, well, we can just fund clean up on that, and of course that is one way to look at it.
