Designation and cancellations of designation of unhealthful posts. The Secretary of State is hereby authorized and empowered to exercise the authority vested in the President by section 853 of the Foreign Service Act of 1946 (22 U.S.C. 1093) to establish from time to time a list of places which by reason of climatic or other extreme conditions are to be classed as unhealthful posts and to cancel the designation of any places as unhealthful.

I have felt obliged, therefore, to direct the Secretary of State, the Attorney General and the Chairman of the Civil Service Commission not to comply with your subpoenas.

If personnel having the requisite qualifications are not available, or if the Secretary of State determines that the Government of the United States is unable for any reason to comply with the request of a foreign government, he shall so inform the requesting government.

All requests of foreign governments for the loan of the services of officers and employees of the Government of the United States shall be communicated through the diplomatic channel to the Secretary of State.

All functions, powers and duties of the Secretary of State under the act of June 8, 1938, as amended by the act of August 7, 1939, requiring the registration of agents of foreign principals, are hereby transferred to and vested in the Attorney General.

The Attorney General shall furnish to the Secretary of State for such comment, if any, as the Secretary of State may desire to make from the point of view of the foreign relations of the United States, one copy of each registration statement that is thereafter filed with the Attorney General in accordance with the provisions of this Executive order.

All rules, regulations and forms which have been issued by the Secretary of State pursuant to the provisions of said act of June 8, 1938, as amended, and which are in effect shall continue in effect until modified, superseded, revoked or repealed by the Attorney General.

All property, books and records heretofore maintained by the Secretary of State with respect to his administration of said act of June 8, 1938, as amended, are hereby transferred to and vested in the Attorney General.

The Secretary of State may grant and issue passports, and cause passports to be granted, issued, and verified in foreign countries by diplomatic representatives of the United States

I am transmitting herewith and I commend to the favorable consideration of the Congress a report on the subject from the Secretary of State in which he requests that authorization be made for an appropriation to defray the expenses of sending an American delegation to Geneva for the purpose of representing the United States at the conference.

I recommend that an appropriation in the amount suggested by the Secretary of State be authorized in order that the expenses which it will be necessary to incur on the part of the Government of the United States in the prosecution of the claim to final settlement may be met.

I inclose herewith a report which the Secretary of State has addressed to me in regard to the claim of George J. Salem against the Government of Egypt.

Accounts and claims for services of this kind should therefore be submitted to the Secretary of State for adjudication and transmission to the General Accounting Office.

I recommend that the Congress enact the necessary legislation authorizing and empowering the Secretary of State to effect the modification of the boundary line as recommended by him.

I invite the attention of the Senate to the accompanying report by the Secretary of State on the subject.

If he does resign, Mr. Hoover will not be appointed Secretary of State.

I am informed by the Secretary of State that so far as he recalls he has had only one specific complaint—he has knowledge of only one complaint—that has been made in relation to the taking of church property in Mexico.
