The President's desire is for action at this session of Congress

Legislation should be enacted to permit an accused person to waive the requirement of indictment by grand jury.

The bill should accomplish two major purposes.

First. In a sense this bill is a national defense measure.

In signing this bill which comprises an essential part of the reconstruction program, I desire to express my appreciation to the leaders and Members of both Senate and House of both parties, who have cooperated in its enactment.

In order that we may preserve the nonpartisan character of the institution, the other Directors will be chosen after consultation with the leaders of both political parties on the completion of the legislation.

I, of course, regard the enactment of the authority to create this corporation as a most urgent matter.

Authorizing him to approve an application filed by the Western Gas Co. pursuant to the provisions of section 28 of the act of Congress approved February 25, 1920 (41 Stat. 437), for right of way for a pipe line for transporting natural gas.
