While these features in the Wagner and the Garner bills are not in the form and are not as well safeguarded as they should be, they are in line with major objectives I have been advocating.

There is another phase of the bill as passed which is disheartening.

The enactment of the legislation which has been recommended creating the system of home loan discount banks.

Item 26 is amended by deleting the words 'Form No. 39.'

The President's desire is for action at this session of Congress

Legislation should be enacted to permit an accused person to waive the requirement of indictment by grand jury.

In signing this bill which comprises an essential part of the reconstruction program, I desire to express my appreciation to the leaders and Members of both Senate and House of both parties, who have cooperated in its enactment.

The bill should accomplish two major purposes.

First. In a sense this bill is a national defense measure.

In order that we may preserve the nonpartisan character of the institution, the other Directors will be chosen after consultation with the leaders of both political parties on the completion of the legislation.

I, of course, regard the enactment of the authority to create this corporation as a most urgent matter.

Authorizing him to approve an application filed by the Western Gas Co. pursuant to the provisions of section 28 of the act of Congress approved February 25, 1920 (41 Stat. 437), for right of way for a pipe line for transporting natural gas.

The law will require action by Congress, but with this support I assume that Congress will act favorably.

This arrangement so far as we are concerned does not require an extra session of Congress.

It is hereby ordered that Executive Order No. 4889 of May 26, 1928, withdrawing certain public lands in Minnesota for classification and in aid of legislation, be, and it is hereby, revoked as to such of the lands not reserved by the act of Congress approved July 10, 1930 (46 Stat. 1020).

Executive Order No. 5258 of January 9, 1930, withdrawing certain lands in North Dakota for classification and in aid of legislation, be, and it is hereby, revoked

The whole business situation would be greatly strengthened by the prompt completion of the necessary legislation of this session of Congress and thereby the unemployment problem would be lessened, the drought area indirectly benefited and the resources of self-help in the country strengthened.

I commend to the favorable consideration of the Congress the inclosed report from the Secretary of State to the end that legislation may be enacted to authorize the appropriation of $35,000, for the expenses of participation by the United States in the Conference on the Limitation of the Manufacture of Narcotic Drugs to be held at Geneva, Switzerland, on May 27, 1931.
