The provisions of sections 501 and 502 of this Executive order shall be subject to the authority delegated to the Secretary of State by this section.

By virtue of the authority vested in me by Title I of the Universal Military Training and Service Act (62 Stat. 604), as amended, I hereby prescribe the following amendments of the Selective Service Regulations prescribed in part by Executive Order No. 9988 of August 20, 1948, in part by Executive Order No. 10001 of September 17, 1948, and in part by Executive Order No. 10116 of March 9, 1950, and constituting portions of Chapter XVI of Title 32 of the Code of Federal Regulations.

This order shall become effective at the close of business in Washington, D.C., on June 29, 1951, and shall at that time supersede all prior Executive orders to the extent that they are in conflict with this order.

I think if you will read the Executive order I signed this morning you will find out what my views are.

The revocation made by this order shall not be construed as reviving Executive Order No. 8934 of December 18, 1941, and Executive Order No. 9096 of March 12, 1942

All land Keahala, Kaneohe, Koolaupoko, Island of Oahu, Territory of Hawaii, which was withdrawn and set aside for military purposes by Executive Order No. 2075 of November 9, 1914, and subsequently known as the Keaahala Military Reservation, and which has not heretofore been restored to its previous status by Executive Orders No. 4036 of June 26, 1924, No. 4143 of January 28, 1925, and No. 5637 of June 4, 1931, is hereby restored to the jurisdiction of the Territory of Hawaii.

This order shall become effective on June 1, 1949, except that as to personnel entitled to increased pay for performing aerial flights under section 313 of the Naval Reserve Act of 1938 it shall become effective on July 1, 1949.

By virtue of the authority vested in me by section 12 of the act of March 4, 1923, 42 Stat. 1509, as amended by the act of June 26, 1946, 60 Stat. 318, and as President of the United States, it is hereby ordered as follows:

The Attorney General and the United States Maritime Commission shall act in consultation with the Secretary of State in carrying out the terms of this Executive order with all possible promptness in a manner which will effectuate the foreign policy of the United States to assist friendly and democratic European nations to rebuild their economies without delay.

I hereby authorize the Attorney General, and such other officers and employees as he may designate, to perform and exercise, as to the Immigration and Naturalization Service, Department of Justice, all the functions and powers vested in and granted to the Secretary of War, the Secretary of the Navy, and the Chairman of the United States Maritime Commission by such Executive Order.

I hereby extend the provisions of Executive Order No. 9001, of December 27, 1941, to the Board of Economic Warfare.

I hereby authorize the Board of Directors of Federal Prison Industries, Inc., and such officers and employees as said Board may designate, to perform and exercise, as to Federal Prison Industries, Inc., all the functions and powers vested in and granted to the Secretary of War, the Secretary of the Navy, and the Chairman of the United States Maritime Commission by such Executive order.

I hereby extend the provisions of Executive Order No. 9001 of December 27, 1941, to Federal Prison Industries, Inc.

This order shall supersede Executive Order No. 3726, dated August 25, 1922.

This order shall take effect as of June 1, 1942.

This Order shall remain in force during the continuance of the present war and for six months after the termination thereof, unless revoked by Presidential order.

This order shall become effective as of the date hereof and shall continue in force and effect so long as Title I of the First War Powers Act, 1941, remains in force.
