Except where expressly inconsistent with this order, the requirements of Executive Order No. 10000 shall govern the payment of COLA granted to Commission employees.

It is with particular pleasure that I sign this Executive order [11670] which places 21,000 acres of land in the State of Washington under the trust jurisdiction of the Secretary of the Interior for the Yakima Indian Tribe.

In a comprehensive opinion, Attorney General Mitchell reviewed the unintentional but mistaken actions of 1907 and ruled that the executive order [Proclamation 725] of that time did not constitute a 'taking' of the land by the Government in the legal sense and that it can be restored by executive action now.

I have signed today an Executive order [11641] establishing a new Office for Drug Abuse Law Enforcement in the Department of Justice.

The Cost of Living Council (hereinafter referred to as the Council), established by section 2 of Executive Order No. 11615 of August 15, 1971, is hereby continued and shall continue to act as an agency of the United States.

This Order shall become effective upon publication in the Federal Register.

Section 2 of that order, placing certain positions in level V of the Federal Executive Salary Schedule, is amended

Executive Order No. 11248 of October 10, 1965, as amended, is further amended as follows

Section 1 of that order, placing certain positions in level IV of the Federal Executive Salary Schedule, is amended by adding thereto the following

Executive Order No. 10358 of June 9, 1952, entitled Observance of Holidays by Government Agencies, and amendatory Executive Orders No. 11226 of May 27, 1965, and No. 11272 of February 23, 1966, are revoked.

By virtue of the authority vested in me by Section 5317 of Title 5 of the United States Code, as amended, Executive Order No. 11248 of October 10, 1965, as amended, is further amended as follows: 1. Section 1 of that Order, placing certain positions in level IV of the Federal Executive Salary Schedule, is amended—(a) by deleting '(6) Deputy Administrator, Federal Highway Administration, Department of Transportation.'; and (b) by renumbering items (7), (8), (9), (10), and (11) as (6), (7), (8), (9), and (10), respectively. 2. Section 2 of that Order, placing certain positions in level V of the Federal Executive Salary Schedule, is amended by adding thereto the following: (24) Deputy Administrator, Federal Railroad Administration, Department of Transportation.

This order shall take effect as of the first day of the first applicable pay period beginning on or after January 1, 1971.

Executive Order No. 10427 of January 16, 1953, Executive Order No. 10737 of October 29, 1957, and Executive Order No. 11495 of November 18, 1969, are hereby revoked.

The Executive order [11574] I am signing today will ensure that such coordination is provided and that the program is initiated promptly.

By virtue of the authority vested in me as President of the United States, and upon the recommendation of the Secretary of the Treasury, Executive Order No. 10707 of May 6, 1957, is amended by substituting for the second paragraph of the order the following:

The Civil Service Commission, acting under the authority of Executive Order 11246, has issued new regulations which will become effective on and after April 3d.

It was an act of faith on the part of that great President who established the Peace Corps by Executive order 5 years ago today.

NOW, THEREFORE, by virtue of the authority vested in me as President of the United States, it is ordered as follows:
