I have seen a lot of changes in the 35 years that I have been in Washington.

It is not enough to hope that such practices will disappear by themselves.

It is simply that there is no rest from the trials of freedom, there is no recalling what the pace of change has done to the map of this big world, there is no reducing our responsibilities while the challenges of progress will not permit us to name the site for our duel or the weapons that we use.

We can't leave it as we found it, but we can improve on what we have.

A manpower policy must be based on belief in the value of the individual and in the promise of welcome change.

With that key we can begin to open the gates that now enclose the ghettos of despair.

We shall renew neither ourselves, nor society, nor a troubled world, unless we share a vision of something worth saving.

Our continent is in ferment.

This measure rejects the approach that America has outgrown.

Don’t let folks mislead you and tell you that you ought to change horses in the middle of a stream.

They may talk of changing the world, but what they mean to change is America first.

Sometimes we have to make adjustments from time to time.

We cannot expect to make good in a day or even a year the accumulated deficiencies of several years.

I am confident that on Tuesday, November 8, the American people will not take the old, tired, wornout road, but instead will turn and decide to move forward into the wind, and demonstrate what this country can really do.

We're never satisfied with things as they are.

It is a contest between all those who look to the past, between all those who wish to stand still, and those who wish to move ahead.

For this will be a wholly different nation in 1970 with wholly different needs, and we must begin now to meet those needs.

Let's start this country moving again.
