I call upon the Congress now to complete its work of hope for millions of Americans who now look to it for action.
They also agreed that the proposed Nonproliferation Treaty would greatly strengthen the foundations of peace and would be a significant step toward halting the arms race and the achievement of general and complete disarmament.
Our aim at this season is to sift the hope from the turbulence, so that hope may grow unfettered.
