It is significant that this new act will be implemented by the two newest environmental agencies--both created by this Administration-the Environmental Protection Agency and the National Oceanic and Atmospheric Administration.

This Administration believes deeply in the strengths and wisdoms which are found on the local levels of America.

This Administration is determined that more Americans should be able to share more fully in the natural wealth of our Nation.

I believe the American people share this Administration's determination to hold inflation to an acceptable rate.

This is one more effort by my Administration to make government more sensible, more responsive and more effective at the local level.

In February 1971, I pledged that this Administration would reverse the record of neglect on this dread disease.

The commitment of this Administration to continued progress toward that goal is clearly reflected in the array of programs which I have detailed in my latest Budget Message.

I hope that in the years ahead that we may look back on this day and this action as being the most significant action taken during this Administration.

To avoid any possible misconceptions, I wish to emphasize that section 601 of this act--the so-called Mansfield Amendment-does not represent the policies of this Administration.

The Government, this Administration, I can assure you, is not here to beat industry over the head.

This Administration intends to carry out that responsibility fully and fairly.

My administration acted promptly to move us out of that war and cool the superheated economy.

This administration again proposes the coding of all drugs.

This Administration, in cooperation with local authorities, will use every means at its disposal to prevent such acts and to bring to justice those who perpetrate them.

Congress' failure to enact them, however, in no way diminishes the desirability of the Administration's commitment.

I commend especially your service during these past two years, in this Administration.

A great counselor of mine said to me, 'You can take a good law and give it bad administration and it won't work.'
