An act to improve the administration of the Historic Sites, Buildings and Antiquities Act of 1935 (49 Stat. 666).

I do not intend to let my Republican opponent continue to misrepresent the facts about this administration or about an issue so important to our country as energy itself.

This law reinforces the policy of my administration to reduce regulation of the airline industry.

I think local governments in a county or a township area or a State government obviously would be much better qualified to administer safety regulations... than would the Federal Government.

I will nominate Robert W. Feragen to be Administrator of the Rural Electrification Administration.

We will have legislation very shortly establishing the firmest possible restraint on major public officials in the Congress and my administration concerning ethics.

I am hopeful that Congress will work with the administration to promptly resolve the tax problems of Americans employed abroad.

The Administrator of the Energy Research and Development Administration shall develop operational plans and procedures.

My administration has been working to ensure that what you have earned, what you have built for yourself...will be here tomorrow for them, your children, to enjoy.

One of the greatest achievements of this administration is the fact that we have peace and not a single young American is fighting or dying on any foreign soil tonight.

I believe H.R. 2735 can aid the administration in continuing to provide high quality medical care for our Nation's veterans.

This Administration is dedicated to strengthening cooperation between the Congress and the President in the conduct of foreign affairs and to preserving the constitutional prerogatives of both branches of our Government.

SEC. 8. The Oil Policy Committee shall consist of the Director of the Energy Policy Office as Chairman, and the Secretaries of State, the Treasury, Defense, the Interior, Agriculture, Commerce, and Transportation, the Attorney General, the Chairman of the Council of Economic Advisers, and the Administrator of the Environmental Protection Agency. The President may, from time to time, designate other officials to serve as members of the Committee.

It is heartening, however, that neither the Congress nor the Administration allowed the smoke of legislative skirmishes to obscure the goal we have shared from the first--that of continuing and improving a program which has long been one of the most humanitarian and effective of all Federal grant activities.

With the Congress, the Administration, and the people working together toward this goal, we can achieve it.
