Each year, more than one million children sustain brain injuries, most commonly from sports injuries caused by bicycling, skiing, diving, or playground falls.

We congratulate Ollie Birckhead as he receives this prestigious honor.

Traumatic brain injury is the leading cause of acquired disability and death among children.

A committed community leader, Ollie has served on the Executive Committee of the Cincinnati Art Museum; as Vice Chairman, Advisory Board member, and Life Member of the Salvation Army.

Ollie has served as a Board Member of the Union Central Life Insurance Company; the Cincinnati Gas and Electric Company (now CINergy); the Manhattan Life Insurance Company; and the Federal Reserve Bank of Cleveland.

I rise today to honor Oliver Birckhead, who will receive the First Annual Cincinnati Brain Injury Association Award.

Brain injury is also the most common cause of mortality in young adult Americans under the age of 45.

Mr. Speaker, I would like to take this opportunity to recognize and support September 20-26 as National Pollution Prevention Week.

I oppose the actions of the President and oppose the release of these prisoners.

I believe it is crucial to suspend all of the remaining U.S. military contacts with the Indonesian armed forces.

I believe that the U.S. must play a strong role in coordinating the efforts of all APEC nations.

This amendment is simple and straightforward. It would reduce fiscal year 2000 funding for the International Military Education and Training Program from $50 million to $45 million, and increase fiscal year 2000 Child Survival and Disease funding from $680 to $685 million.

I urge its adoption.

That's one small step for man, one giant leap for mankind.

More can be accomplished when parties work together to solve problems than through conflict.
