I thank you for your excellent statement, Admiral. My instinct tells me--and I have pretty good instincts that when it comes to this budget, you were dealt a bad hand by OMB, the Office of Management and Budget.

This is a clear record. A blatant disregard for the welfare and the safety of Massey miners. Shame.
I think that as long as we have respect for the institution and for the Minority to be heard, that this will bring accountability to the process.
This isn't the average. This is deplorable, is what it is. It's not average, and it's not acceptable.
These laws are also jeopardized when the miners themselves are not incorporated into the heart of the inspection and enforcement process.
