I find this tactic contrary to every Senator's duty to act in good faith.

I have said that, as long as the Senate retains the power to amend and the power of unlimited debate, the liberties of the people will remain secure.

I think that as long as we have respect for the institution and for the Minority to be heard, that this will bring accountability to the process.

The Framers recognized that a minority can be right and that a majority can be wrong.
