That kind of accountability that the gentleman just described in Arizona is what we are trying to achieve throughout the country. It is the accountability that goes from the recipient of funds, public funds, to the one who donated those funds. Right now school leaders have become proficient in the language of Federal education bureaucracy. They know the language to use in order to get the grants and satisfy the bureaucrats in Washington in order to get the money to the school. What we want to do is provide really an opportunity to try to reform this whole education culture, so that the relationship goes right back to the neighborhood. The gentleman is right, individuals when they actually physically hand that check over to a school or hand that check over to a scholarship fund are more inclined to follow up than people here in Washington are. Here is the bill right here. The other element that I think is very attractive, and I just want to clarify this, is you do not have to have a child in order to benefit from the tax credit under this proposal.
