While I think it is an excellent idea to have a target date, there are a lot of staff who are very competent on this who ought to be involved in putting something together so we have a work plan, and there is need for basic time for Senator Kennedy and me and other people to spend some time talking. I don't think that putting a date on it in the pressure of a debate that is time limited is a good idea.
