In the committee the Senator is talking about with Senator Wyden, what we have always talked about is a transition to do anything. There are a number of ways we could transition this that I do not think would hurt the Federal Government or hurt the local counties, but it requires a lot of flexibility, it requires going through the regular process in committee and then coming to the floor and making some decisions. This is wrong to just steal it one time.
