Mr. President, we are having an interesting duel of statistics here, because to take care of the 10 percent that the Senator from Iowa says has a problem, we will turn the other 90 percent on their head. It also doesn't surprise me that the President has put out a Statement of Administration Policy, a SAP. I always thought those were pretty aptly named, but not surprised my resolution would be opposed. As I explained, this is a regulation written by the administration so I would expect the administration would not like and would veto it. There has been only been one Congressional review action that has succeeded and that was regarding the rule on ergonomics. And what happened was the Department of Labor rushed through a 50-day regulation, and then we had a change of Presidents and the new President didn't like it, so he was willing to sign the Congressional Review Act resolution of disapproval. This is not a waste of time. This is an important action. It is to warn agencies and boards that the ones that make the laws are Congress, and we delegate that rulemaking authority, and it was delegated to the administration of the National Labor Relations Board, and they are abusing their authority.
