“The Senator is correct. The reason we can't wait 60 or 90 days is that the CRA is time limited. Sixty working days from the time the thing was published is how long we have to reverse this rule. So we are put under the rule that was passed by everybody in this Chamber--not me, I wasn't here at the time, but everybody voted to do it that way, so that we would have the right to jerk agencies back that didn't listen. They did not listen to anything said in the committee hearing that I held, that the Senator attended. Without cooperation, with that club of the President over his head, it was easy to see they didn't need to concede any points. That is not cooperation. That is not civility. We can get together and work on these things but not when one side thinks they hold all of the ammunition.”
