“I appreciate all the words that have been said here this morning, particularly those that call for us to do a bipartisan consensus. I am a big believer in the U.S. Constitution. I carry my own copy of the U.S. Constitution. In article V it tells us how to amend this Constitution, and it says that it is going to have to be a bipartisan effort if it is going to take two-thirds when the majority party has 55. This is going to be a bipartisan effort, but it has to be an effort that winds up with a constitutional amendment that will do what the American public is demanding. They are demanding that we come up with a balanced budget. I get to stand next to these unbalanced budgets, the last 28 years of work in this body, and I know that, individually, the people in this body have said we have to balance the budget. And I am willing to do it. It is collectively that we have had a little trouble getting it done. It is in that bipartisan manner that we have had trouble getting it done. It is in that situation when we are having to tell the people back home 'no' for any particular issue. Somebody told me it takes political will to balance a budget. I really contend it takes political 'won't' to balance a budget. We are talking today about an amendment that will deal with capital budgeting.”
