Madam President, section 3112 of the conference agreement directs the Joint Committee on Taxation and CBO to produce, alongside CBO's conventional estimates, cost estimates that incorporate the macroeconomic effects of major policy changes. With respect to the designation of the major legislation that would fall within this definition, the chair of the Committee on the Budget in the Senate shall exercise the authority granted under subsection (c)(1)(B)(ii), in consultation with the appropriate chair or vice chair of the Joint Committee on Taxation, to designate a revenue measure as major legislation.
