I have to join Senator Cardin in his comments about the bidding process and allowing people to bid who have not gotten licensed yet.

Would that tend to make them think that maybe they could be over-zealous?

It seems like somebody ought to provide them with something like that so they can tell in advance whether they are having a problem or not.
