(a) In General.--The Secretary of Health and Human Services, in conjunction with the Secretary of Education, shall conduct an interdepartmental review of all early learning and care programs in order to-- (1) develop a plan for the elimination of duplicative and overlapping programs, as identified by the Government Accountability Office's 2012 annual report (GAO-12-342SP); and (2) make recommendations to Congress for streamlining all such programs.…
