Mr. President, I urge my colleagues to vote ``no'' on this amendment. The Consumer Financial Protection Bureau is, and always has been, an agency with excessive independence. The agency actually steals funding from the Federal Reserve before it goes to the Federal Government, which takes away from our general fund. There is no control over any part of that agency. Once it had a Director a year ago, we said there needed to be an inspector general taking a look at this problem. But the inspector general said he has no access to the records, even though he works there. So this is an agency that is out of control. It is time for us to gain control over the agency, and I urge my colleagues to oppose the amendment. The PRESIDING OFFICER. The question is on agreeing to the Merkley amendment.
