Mr. President, section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985, BBEDCA, establishes statutory limits on discretionary spending and allows for various adjustments to those limits, while sections 302 and 314(a) of the Congressional Budget Act of 1974 allow the chairman of the Budget Committee to establish and make revisions to allocations, aggregates, and levels consistent with those adjustments. The Senate is considering the Further Continuing and Security Assistance Appropriations Act, 2017, the House Amendment to the Senate Amendment to H.R. 2028, which provides for continuing appropriations for fiscal year 2017 and full-year appropriations related to U.S. national security and disaster relief and recovery efforts. Sections 185-192 of this legislation provides emergency funding for disaster relief and recovery efforts. In total, these provisions provide $2,704 million in revised nonsecurity budget authority that produce $480 million in outlays in fiscal year 2017. This legislation includes language that designates these provisions as emergency funding pursuant to section 251(b)(2)(A)(i) of BBEDCA. The inclusion of these designations makes this spending eligible for an adjustment under the Congressional Budget Act. Section 192 of the legislation also provides funding for disaster relief and recovery efforts, but designates the provision as being for disaster relief pursuant to section 251(b)(2)(D) of BBEDCA.…
